Yes. A Japanese bank or investment account closed during the year may still be reportable on FBAR or Form 8938.
A closed account or zero year-end balance does not automatically eliminate reporting.
1. FBAR Is Not Based Only on Year-End Balances
Review whether your reportable foreign accounts, held through financial interest or signature authority, exceeded $10,000 in aggregate at any time during the calendar year.
An account closed in September may therefore remain reportable. If filing is required, include closed accounts that fall within the reporting requirements.

2. Review Maximum Balances Before Closure
Generally, review the maximum value during the relevant period rather than the closing balance. Transferring funds elsewhere before closure does not automatically remove the original account from reporting.
Keep transfer dates and destination details to support the balance review.

3. Review Form 8938 Separately
Form 8938 includes thresholds based on values during the year as well as at year-end. A closed account may be reportable when the applicable requirements are met.
Report its maximum value and indicate that it was closed. Currency conversion generally uses the tax year-end exchange rate, not the closing-date rate.
Arrival and departure years require review of the reporting period. FBAR and Form 8938 treatment may differ.
